    Māori Wards on Horizons Regional Council
    Māori remain woefully underrepresented in local government around the country. Having a representative elected directly by those on the Māori electoral roll ensures that a specifically Māori perspective is present in the council chamber. Given the ever-increasing legislative importance of recognising and incorporating such perspectives in all public decision-making, that can only lead to better council processes. Māori knowledge and perspectives are hugely beneficial when considering land use, conservation practises, climate crisis responses, local business, tourism, and the protection of vulnerable communities, for example.

  • Initiate Māori Wards for Manawatū!
    Fulfilling Te Tiriti o Waitangi responsibilities requires partnerships between Maori and the Crown. This forms the basis of the amendments to the Local Electoral Act 2001 which allows all local government authorities to establish Māori wards or constituencies to provide for Māori representation. A Māori ward can give Mana Whenua a rightful seat at the council table as a Te Tiriti partner. The council that represents our entire district currently does not have any Māori sitting alongside them yet they continue to make decisions for Māori. This does not provide for tino rangatiratanga. We want fair representation for all people in the Manawatū District. Matauranga Māori, Tikanga Māori - Māori knowledge, customs and perspectives are hugely beneficial in decision making when considering community care, sustainable land use, conservation practices, climate crisis responses, enterprise, economic development, tourism, and the protection of vulnerable members of society. Their inclusion at Council through Māori representatives is an expression of the active protection of taonga (Māori treasures) and leads to better kawanatanga or good governance. When engaging with Council, Iwi have always demonstrated their position and willingness to be inclusive and considerate of all members of the wider community. The councillors who voted no or wish to defer Māori wards stated a number of perspectives, but the common reason was the 2018 referendum to overturn the 2017 decision to establish Māori wards. In February, the law that enabled this referendum and others like it was thrown out by Government, as it was discriminatory & racially biased. It is therefore discriminatory & racially biased to use this referendum as an argument. In addition, that referendum had a voter turnout of 44.47%, meaning the 'majority' who voted NO to a Māori ward represents just 34% of voters in the Manawatū District. 66% of our District did not offer their opinion in that referendum.     Whanau and friends of Tūranga-nui-a-Kiwa/Gisborne invite you to sign this petition to show you care about meaningful and effective Māori/Pākehā partnership in local government in Aotearoa. We now have an opportunity to have equitable Māori representation at a local government level. However, there is a racist clause in legislation. If 5% of registered voters decide they don't want Māori wards, the GDC will be forced into a referendum which will cost our community thousands and will impact the mana of our community. While those against this are gathering momentum to block the establishment of the Ward we can counter the spread of racist ideology through the aroha in this petition. We are a small group of Pakeha, everyday citizens who want to provide support to our Treaty partners and encourage others to do the same. We acknowledge the hard mahi of Tangata Whenua and locals who have been fighting for the establishment of Māori wards. We hope this petition can tautoko te mahi and let you know we are with you.     Be Courageous: Support the establishment of a Māori Ward
    Families and friends of Taranaki invite you to sign this petition to show you care about meaningful and effective Māori/Pākehā partnership in local government in Aotearoa. This is about Aroha. Aroha to direct one’s essence, energy to another person, place or object. Aro to direct Ha our essence, our energy, our breath. In July, New Plymouth District Council’s Elected Members made an impassioned stand for better representation for Māori around our Council table by voting to establish a Māori Ward at the 2022 local elections. These councillors challenged the severely broken legislation that places roadblocks in the way of Māori representation. This demonstration of collective aroha shown by New Plymouth councillors reflects the genuine voice of our community, 180 years after entering into partnership under the Treaty of Waitangi, New Zealanders want to see relationships honoured and friendships with tangata whenua nurtured better. It will only take 2874 signatures for those against the Māori Ward in New Plymouth to succeed in calling a referendum to uphold the racist status quo. Councils nationwide face this same issue. While those against the Māori Ward are gathering momentum to block the establishment of the Ward we can counter the spread of racist ideology through the aroha in this petition. We call on the binding power of aroha to show up and be heard. Aroha is more than just love, it directs our energy, grows that potential and binds us to someone or something.   • Support Māori wards and increased Māori representation in local government
    We are a community of people that value fairness and inclusion. We want our cities and towns to be vibrant and flourishing democracies where everybody participates, and our children and grandchildren can see themselves reflected in the leaders we elect. We believe the more people participate in local government, the more council decisions and actions will achieve positive outcomes for all of us - everyday people and the land we love - both now and for the future. Sadly, we are being held back from this vision because Māori are under-represented in local government and they have been for a long time. One way to rebalance this and increase Māori representation is to establish Māori wards. These are a bit like the Māori seats in Parliament, but for local government. They establish areas where those who choose to go on the Māori electoral roll can vote for councillors to represent them. In 2018, councillors in five areas - Kaikōura, Whakatāne, Western Bay of Plenty, Manawatū and Palmerston North - voted to establish Māori wards to increase Māori representation. Until Don Brash, Hobson’s Pledge and a handful of anonymous wealthy backers used fear and the politics of the past to force a public referendum using an outdated, discriminatory law. We are all for increasing participatory decision making. But these referenda are unfair for two reasons. ➡️No other ward (e.g. rural) can be subject to a referendum and decided on this way; and ➡️ The rights of a minority group should never be decided by the majority. On Saturday 19 May, all votes were counted and as of writing, all districts have voted against increasing Māori representation. In Whakatāne, 56.39 percent voted against Māori representation. 43.37 percent in favour. The total Māori population in Whakatāne? 43 percent. These referenda shouldn't have ever happened. It's long past time to change the discriminatory law that enabled them in the first place. With another referendum being floated by Hobson's Pledge and New Plymouth District Councillor Murray Chong to challenge a decision to establish a Māori ward in New Plymouth in July 2020, the time for action is now. Together, we can create an inclusive community where we all have a voice, and everyone is involved in making good decisions together about our shared future.
